Sorry that it's taken so long to get this posted but, well, life happens.
Our wonderful judges ended up having to vote two rounds for the final winner because the first vote ended in a tie. The three entries for the final round of judging were:

Varrick’s eyes glittered darkly and he licked his lips. Without warning, he lunged at Endo and yanked down the boy’s boxers, exposing him completely. Endo couldn’t help his natural reaction and jerked his hands forward, trying to shield himself, but again, he remembered his hands were restrained, and by that painful, biting string no less, which caused another bout of fresh blood from his wrists.
He went back to being immobile as Varrick bent down and gently removed the boxers from his feet. Then the captain harshly grabbed his ankles and pushed them into the leather restraints, which were aligned with the wrists restraints. As Endo watched him tie his ankles to the metal pole, he noticed him using the same horrid glowing string as the wrists restraints.
The captain stood up and smirked self-assuredly at his handy work. He leaned in closer and traced his hand across Endo’s smooth chest, pausing briefly ove
